What it does
The whole EBM obligation, not the easy half.
Signing a sale is the part every EBM does. What turns into a penalty is the rest: refunds declared against the right sale, a stock figure that matches the RRA's, and a receipt series with no gap in it.
Every sale signed and declared
The sale is signed and sent to the RRA as you record it, not batched overnight. The receipt carries its own counter, the SDC block and the RRA signature.
Refunds done properly
A refund is declared against the original sale, prints its own refund receipt, returns the stock and corrects the books. One step, not four.
A customer's TIN checked at the counter
Qonta asks the RRA whether the TIN is one they hold before the sale is made, so a business to business invoice is not refused after the customer has left.
Stock movements reported
Opening balances, sales, deliveries and returns go to the RRA as stock movements, and Qonta reads their figures back and tells you where the two disagree.

What your suppliers declared about you, and what customs holds against your TIN, arrive in an inbox for you to accept onto your books.
An auditor's view, read only

The receipt

A receipt is the only part of this a customer ever sees, and a receipt that looks improvised is the one they question. Qonta's is the RRA's.

- Not an approximation of it. The receipt Qonta prints is the RRA's EBM receipt, so nobody at a counter or in an audit has to be told what they are looking at.
- A QR your customer can verify
- It opens the RRA's own verification page for that receipt. The customer checks the RRA, not us.
- One original, and copies that say so
- The first print is the original and every reprint is marked a copy, because two originals of one sale is the thing an audit looks for.

What businesses ask us about EBM.
- Is Qonta approved by the RRA?
- Yes. Qonta is RRA certified: a Certified Invoicing System under EBM 2.1, tested and signed off by the Rwanda Revenue Authority.
- Who has to use an EBM in Rwanda?
- Every trader. EBM began in 2013 for VAT registered businesses and became compulsory for all traders in 2020, so if you sell anything and issue a receipt, it has to be an EBM receipt.
- Do I need to buy an EBM machine?
- No. Qonta is the software, so the receipt is signed and sent from Qonta itself. You do not buy a separate till, and you do not maintain one.
- Can I issue an EBM receipt from my phone?
- Yes. You record the sale on WhatsApp and Qonta signs it, sends it to the RRA and produces the receipt. You do not have to be at a computer to sell.
- What happens if the RRA is unreachable when I make a sale?
- The receipt number is held rather than released, and Qonta sends the sale when the RRA answers again. Numbers do not get skipped or reused, because a gap in the series is what an audit asks about.
- Does Qonta handle refunds and credit notes?
- Yes. A refund is declared to the RRA against the original sale, prints its own refund receipt, puts the stock back and corrects the books in one step.
- Does Qonta file my VAT return?
- Qonta produces your VAT position and your monthly declarable sales in the RRA's own format, so the figures you file are the figures the RRA already holds from your receipts.
- Can I switch to Qonta if I already have an EBM?
- Yes. Qonta registers your products against the RRA's item classes, takes your opening stock and carries on your receipt numbering from where the RRA has it.
